Minutes of Board Meeting April 2012

A regular meeting of the Board of Directors of the Montgomery Square Citizens Association (MSCA, Inc.) was held, as announced via e-mail, on April 17, 2012 at the home of Secretary Tom Hall. Attendees included the President, Vice President, Treasure, Secretary, Membership Chair, Social Chair, our webmaster, and other volunteers.

President Bob Gross chaired the meeting and covered wide ranging topics, some involving specific inquiries, others recurring subjects. One topic concerned basketball backboards and hoops extending out over the street. No attendee knew of any particular restriction that applied and several noted it was not uncommon to see portable basketball hoops along the streets and in cul-de-sacs in the neighborhood, though the risk that one might be damaged by garbage trucks was unavoidable. Inquiries about tree removal are common, and the unsightly areas along Seven Locks Road between Inspection House and Montrose are the most noted. Bob has contacted the County and toured this area with a County representative, who contacted PEPCO. Some action was taken but we will follow up again on this issue. When a tree fell at the corner of Montrose Road and White’s Ford Way, emergency crews cleared it from the roadway but piled up the trunk and branches over the grassy areas and blocked pedestrian access to the marked crosswalk. The County did rectify this and clear that area back eventually when contacted by MSCA, but it took some time to get action there as well. The County does have a non-emergence service number, 311, that can be called for all County service requests, and any resident can call with a complaint or request for action from the County on almost any subject.

On landscaping, the Association has continued its contract with Greenlink for maintenance and plantings at the five main entranceways to Montgomery Square. Bob offered a list of optional, potential landscape cleanup or improvement projects and approximate pricing for the Board’s consideration. Seeding and repair of the grass areas on White’s Ford Way at the corner with Montrose Road were approved. Other more ambitious projects would require a volunteer to continue working on them to get community recommendations and sentiment on increasing our expenditures, which might necessitate an increase in dues in future years.

The status of the Seven Locks Road sidewalk and bikeway project continues to disappoint the Board, as funding for the project to proceed to the next phase of planning is already being pushed out to 2016 with no certainty of funding after that. As a more immediate action, Bob has suggested sidewalk improvements from Montrose Road to Tuckerman. A County official did express support and walked the sidewalk with Bob, but in a classic Catch 22, the County is hesitant to do work when the large project “may” come through and redo the same stretch. Inquiries about paving Seven Locks Road itself met with similar deflection by the County, which has declining resources in this area.

Discussion returned to the subject of insurance for Officers, Board Members and other volunteers. It was noted that the County Code provides some liability protection for volunteers and that none of the types of policies considered to date are really tailored to an Association such as ours, meaning they cost money to cover major liabilities in situations that we will never encounter, such as suits from our (non-existent) employees, and are hence probably not cost effective given our minimal risk posture. The Board will continue to look into this issue.

The Treasurer reported that approximately 150 households had paid 2012 dues to date with more coming in a trickle. It is not yet time to remind non-payers that we would appreciate their participation, but we will do so when appropriate through Block Captain or mail. We do have gaps in Block Captain coverage, which is an issue we may have to address.

The Social Chair presented a plan for a July 4th social event to include a decorated-bike parade, and free Starbucks coffee and Goldberg’s bagels. The event will take place at Highland Park, off Post Oak Road. Subject to planning and final approvals, the time will be 9:30 AM to 12:00 noon and include a magician or similar entertainer. The Board approved the idea and the Social Chair will pursue it. We will also begin planning for a repeat of the very successful block party from last year, sometime this fall. We discussed participation with Potomac Woods in a social event in their neighborhood, but some issues with alcohol policies would have to be further investigated before our Association could formally sponsor an event.

April 29, 3:00-4:30 PM – Ice Cream Social with entertainment by MSCA’s own Richard as Neil – the music of Neil Diamond. Corner of Old Canal Road and Old Canal Court.

May 6, 12:00-3:00 PM – Annual Community Yard Sale with Potomac Woods, from front yards around the community. VP Steve Schuck is collecting participant information.

May 21, 7:30-8:30 PM – Annual Meeting of the Association at Ritchie Park Elementary School in the Media Center.

The next Board meeting will be May 29, 2012 at the home of the Treasurer, David Grossman, 7:30-8:30 PM.

Survey Results

Thanks to all the residents who participated in the community survey.  A couple quick facts.

 

82% of the responders have lived in the neighborhood for 11 years or more.

Of the MSCA functions the highest priorities were given to: community advocacy, landscaping, directory, and email announcements.

85% of the responders felt the dues amount was appropriate.

Over 50% of the responders would support doing joint functions with neighboring associations.

School open house

Nursery School are holding an open house Wednesday, Jan. 11. St. Raphael School

In December, Santa visited Montgomery Square and met with neighborhood
kids. He also picked up toys, canned goods and other non-perishable items from our residents, which he donated to Rockville’s Stepping Stones Shelter. Way to go Vasilia Contos for organizing this event.

Come celebrate the holiday season with “An Old and New World Holidays Concert” presented by the National Institutes of Health (NIH) Community Orchestra, Soloists, Instrumentalists and Chorus, in association with the East Avenue Ensemble of Chevy Chase. This one-time only performance will feature timeless choral and orchestral music including Respighi’s “Laud to the Nativity”, Shaw’s “Many Moods of Christmas” and Dvorak’s “New World Symphony”.

All are invited to a Community Forum on school capacity hosted by the PTAs and PTSAs of the Richard Montgomery Cluster on this Monday, November 7 in the Richard Montgomery High School cafeteria at 7:30 pm. 

The purpose of the Forum is to learn more about what MCPS has proposed to address overcrowding at our elementary schools and at our middle school, Julius West, including how enrollment estimates are made and how the proposal that was put forth by Superintendent Starr on October 28 was arrived at.  Both Bruce Crispell, the Director of Long Range Planning for MCPS, and Dr. Donna Hollingshead, our Community Superintendent, will be presenting information and answering questions for the Community.  The purpose of this Community meeting is to help provide ALL in our cluster — those with children in schools as well as those who live near schools (both with younger kids and those without kids) who have an interest in the schools in our community with information about the proposed plans and path forward.

You may know that the Superintendent recommended a new 740-student elementary school to be built on the current site of the Children’s Resource Center on W. Edmonston Drive (off Wootton Pkwy) in order to address elementary overcrowding in the Richard Montgomery Cluster. (Based on community input, the proposal to add office space to the school has been dropped!) No additional elementary additions are being recommended at this time.  The proposal is for the new elementary school to be finished by August 2015 and we can expect a boundary study that will determine who will attend the new school beginning sometime in 2013.  It is possible that YOUR address could be re-assigned to the new school –even if you are a current walker!  Come learn more about how this proposal will address Ritchie Park’s overcapacity situation and how a boundary study process works, including your role!  Will this be enough new seats?  Will it eliminate portables and bring our kids back inside the building, freeing up play space at our school?  Come ask!

For middle school capacity issues, the Superintendent has recommended an addition to Julius West Middle School, to be completed by August 2016, to bring its classroom capacity from about 1000 to 1444.  This would make it the largest middle school in Montgomery County.  Join us to discuss this proposal to understand why it was proposed and what options that leaves for our cluster, if any.

If you have a child in grade 3 or younger, these proposals will affect you DIRECTLY!  PLEASE SHARE THIS MEETING INVITATION WITH YOUR NEIGHBORS WHO HAVE CHILDREN THAT ARE NOT YET IN ELEMENTARY SCHOOL — they TOO are affected DIRECTLY and probably are not on the PTA e-list!

Also, our cluster will be testifying before the Board of Education (BOE) on Monday, November 14 at the hearing beginning at 7:00pm.  Plan to join us in school colors and with signs to show the BOE that you want new school capacity in our cluster!  The BOE will vote on Nov. 17 and the County Executive and County Council will make their recommendations, with a final vote in May 2011.

 

Our community’s input is an important step in moving the process forward towards the goal of meeting our growing enrollment!  Hope to see you on Nov 7 and Nov 14.

From Vasilia “We had at least 200 neighbors show up. LOTS of young children!  Most kids had their faces painted. The Fat Cat and Goldfish Toss were huge too. The kids waited in line to play and win their prizes – silly bands, and other small toys.  At some point, kids from  6-9 year were running the booths!!!  Adults chatted with friends and met many  new people. Some even had their photos taken with the firefighters in front of the fire truck!  2 volunteers- Roger and another officer were out with their squad car distributing fire safety material.   Older kids rode bikes and scooters.  We ate 26 large pizzas from Sienna’s and went through plenty of water, lemonade, sprite, coke and diet coke.  The kids loved the cotton candy as well.  And, lots of people commented on the band, The Digits.  They were fun to listen to!”

Free trees are still available to Pepco residential customers through the Energy Saving Trees Program, which is a pilot program that helps customers conserve energy through strategic tree planting.

The program, a partnership with Pepco and the Arbor Day Foundation, has been providing free trees to Pepco residential customers in Washington, D.C., and Montgomery and Prince George’s counties since Sept. 26.

To date, 2,400 trees have reserved by customers.

The program aims to help customers conserve energy through strategic tree planting.

To reserve your free trees go to www.arborday.org/pepco.

Once on the site, you will have access to an online tool that will allow you to:

 

  • Map your house.
  • Select a tree with energy-saving potential.
  • Learn the best energy-saving and safe locations to plant.
  • And receive an estimate of the annual savings that may result when the tree grows.

After you make your reservation, the two- to four-foot trees will be delivered directly to you for planting in the location identified online at the best time for planting this fall.

But hurry! The free trees are available on a first-come, first-served basis and ends Nov. 12.

A regular meeting of the Board of Directors of the Montgomery Square Citizens Association (MSCA) was held as announced in e-mail.  The meeting was on September 26th at the home of the new Social Chair, Vasilia Contos.  Attendees included the officers, less the Treasurer (who submitted a report in advance), plus our Membership Chair.

President Bob Gross led the meeting, and updated the Board on items of interest.  He reported that the house on Whites Ford Way that was burned out has been scheduled for demolition and rebuilding in place.  Work should begin shortly.

The President expressed his desire to adhere more closely to the bylaws as published in matters such as scheduling regular meetings, proper use of the name MSCA, Inc., and the schedule for dues collection.  This will mean a slight shift in when dues are collected.   There was a discussion of the legal status of the Association and the issue of liability and insurance coverage.  The Secretary clarified that the Association is a registered non-profit corporation in Maryland, which conveys some protection to officers and volunteers under state law.   It is not a charity, but does qualify as a civic association under IRS code and is registered as a 501(c)(4) non-profit with the IRS as well as with the State.   It owns no property and has no assets other than the treasury.  However, greater protection for officers and volunteers might apply if the association had its own liability insurance anyway.   This will be investigated and pricing sought for the next meeting.

A discussion of annual dues resulted in the decision to retain the $50/year rate that has held for the past several years.  The treasury is relatively healthy, with a consistent balance over $10,000 and income from dues meets annual expenses with some room for discretionary projects or social events.   With a new volunteer as Social Committee Chair available to organize such an event, the Board had previously approved the planning of a block party at the intersection of Devilwood Drive and Smoketree Road.   Based on cost estimates provided for food, entertainment, drinks, and other supplies, a budget was requested by the Social Chair to expend up to $1700.  The request was approved unanimously by the Board at this meeting.  Discussion of details of planning, promotion, and permits followed.   A flyer advertizing the event on Sunday October 16th will be distributed door to door.  The landscaper will ensure that the fall planting of flowers is accomplished prior to the party.  The President noted that it was the intent of the Officers and the Board in holding social events and doing the landscaping is to be more visible in promoting community welfare, increasing participation in the Association and making the community an attractive and desirable place to live.

The meeting was adjourned at 9:00.

Our Neighbor wants to announce –  

The Suburban Hospital Auxiliary is looking for knitters and crocheters to make blankets for palliative care or critically ill patients at Suburban Hospital.  Especially this time of year, when some of the rooms get cold and dreary.  A hand made blanket adds warmth and color and the patients and their families really appreciate it.  These blankets go home with the patients or are given to the families of the patients as a remembrance of a loved one.

 

Also, as a community outreach program, we have a Knots for Shots program where our knitters and crocheters make hats, scarves, baby blankets, etc. for the Scotland Community on Seven Locks Road.  If a person in the community receives a flu shot, they get to choose what they like from these articles.  There are @ 50 families in this community.

 

We are also looking for yarn donations (no wool) to give to the ladies and gentlemen (yes, we do have a few) who do beautiful creations but cannot afford to buy the materials themselves.

 

There is no charge to the patient for these blankets.  We have knitters now in 3 states (Pennsylvania, Maryland, & Northern Virginia).  Contact Phyllis Donoghue on Chilham Place for information on donating yarn or creating blankets (size, etc,).  Phone number and email address below.

The Montgomery County Residential Energy Efficiency Rebate Program offers incentives to homeowners up to $3,000 to offset the cost of certain energy efficiency projects and products. Made possible by a grant from the U.S. Department of Energy, rebates are available on a first come, first served basis to individuals in single family homes, town homes and condominiums (subject to certain conditions). Concert will take place at St. Elizabeth Catholic Church in Rockville, MD. Concert is FREE.
